(Golden Oriental Spruce) New to us, this is an unusual, slow growing, upright but compact evergreen conifer with bright golden-yellow young growth in Spring which turns dark green (shown in photo)  later on in summer with occasioanl golden tints once established. 

Mature plants develop long slender cones, green initially turning bronze-brown as they dry and age.

Best foliage colour when planted in a position with plenty of sun.
